The first congress of the United States met in 1789. There were 26 senators and 64 house members. The United States consisted of 3.8 million farmers and southern slaves. Congress consisted of one congressperson per 42,222 citizens. This was the 1789 congress.
Today’s congress has 535 members. Today the US is an extremely diverse population of 308 million. There is one congressperson per 575,700 citizens. This is the 2012 congress.
The single most profound difference between the 1789 congress and the 2010 congress is citizens per congressperson (governance ratio). Congresspersons are spread 13 times thinner today throughout the population than in 1789. This profound difference marks a departure from democracy in 1789 and a morphing to elected oligarchy in 2012. Oligarchy is the thinning of citizen participation, input, and power in government. It is the dilution “of the people, by the people, and for the people” in government. The seed to corruption of power is the consolidation of power. The antidote to corruption of power is dispersed power. Democracy shares power. Tyranny is unshared power.
In 1789, one congressperson per 42,222 citizens revolutionized America and changed the world.
To practice the constitution today at the representation level (governance ratio) of 1789 requires a congress of 7200 membership. To put 7200 into perspective, walmart has 2.5 million employees, the pentagon has 26,000 employees, and the presidential executive has 2 million employees. Thousands of existing American corporations have more than 7200 employees. 7200 is the size of a large high school or a small university system.
How on earth, would a 3200 member chamber govern? The founders of the constitution asked that same question, in smaller proportion, in 1789. Their answer and their faith was, “just fine”.
There is a reason for this faith in a single descriptive word, consensus. Consensus centers governance. Consensus taps the hearts and mind of all America. Any legislation reaching a 1600 chamber majority is guaranteed consensual. The decision is legitimate. It is not part of a “compromise”, “bargain”, “deal” or “earmark”. It is not focused on the next election cycle. Legislation is slowly produced over many election cycles and is of much higher quality and longevity when passed.
Managing the internal legislative process, of course, is up to the members of the 3200 chamber. Trusting 90 to govern 3.8 million was a giant leap of faith in 1789. Trusting 7200 to govern 308 million today? They’ll do “just fine”.
How on earth, are bills passed? One governance scenario is a simple legislative system where any bill submitted requires an increasing number of chamber sponsors to reach a successive series of benchmarks towards passage. All bills must reach certain sponsor benchmarks for more formal and serious consideration. At a certain benchmark level of sponsors, a bill is automatically brought to the floor for vote.
This simple system is consensus centered. Personality, disposition, special interest, and rewards are eliminated by the immensity of consensus required in a chamber of 3200. This is a robust, healthy, and 1300 percent incorruptible democratic process and system.

How on earth are 7200 congresspersons and 9 presidents paid? The first congress was unpaid. Another suggestion is paying congresspersons and presidents the median income and benefits of all Americans, re-calculated quarterly. Today, this is about 51,000/year. 7200 congresspersons, 120 supreme court, and 9 presidents at 51,000 totals about $374 million. Three time that was spent on the last presidential election.
The top 135 lobby special interests spent 2 billion, 5+ times this, for their lawyers in Washington. The 7200 all vote and have subpoena power. This is a small number of employees compared to corporate employee roles mentioned above. Current government costs with staffing and perks are likely less than $374 million. The lobby special interests have priced “good government” at 5+ times this. They would know. You can be sure it’s a bargain.
If the economy and median income rises, congressional pay rises. If the economy and median income falls, congressional pay falls. They are paid, simply, median American pay and benefits, whatever that calculates for the quarter. The median income is used because averages are skewed in calculation by wealthy elite and desperate poor incomes.
The wealthy elite paradigm is to consolidate power and boost executive pay. No one on the planet does this better than America’s wealthy elite. Our government has been consolidating power and boosting executive pay for over 150 years and have yet to catch up to the pay of special interest lobbies. We are deluding ourselves if we think paying a little more to current congresspersons will keep them honest in light of the money brandished by lobbies. Honesty is paid for in more congresspersons, not dollars. True patriotism is to a country, not its dollar.
It’s common sense. When service in a restaurant suffers, more waiters are needed. It’s common sense. When fire breaks out everywhere, more fire fighters are needed. It’s common sense. When crime becomes rampant, more police are needed. It’s common sense.
